On mine,  the lunnette eye inner hole dia. is 2 1/2" and outer dia. is 4 1/2".  There is a good article in an Army Motors on mounting the towbar and additional plates needed if mounting to an existing bumper like is on my M38.  If you want, I can send it to you. 
  I'm sure the rivets are 3/8

What do you have for dimension "C" on the eyebolt?

Dimension C is 4 3/4-4 13/16"  There is so much weld "splatter" in this area, it's hard to get it right on.

Jeff, I will double check my measurements on the eyebolt. But remember that is the part that will get most wear, so a well use one will have a bigger hole and ring will be thinner.

  I checked lunnette eye measurements on a different NOS towbar and it is also 2.50" I.D. and 4.50" O.D.  I'm still looking for my old Army Motors article with mounting instructions.

This is the latest and greatest.  The lunnette eye is still controversial.  Since the average hole diameter seems to be 2-1/2", that is what I am going with.  I'll let this drawing sit for a couple days and if I don't get anymore feedback, I'll start drawing up the individual part drawings.  It will be a while before I can start to make one since I have other jeep projects going on.

Well I've been building the tandem tow bars for quite some time now and have sold
 
them at various military jeep meets such as the Towers meet up in Lodi, California.
 
I'm in the process of putting together a kit that you can assemble. It will contain all
 
the parts necessary to build it along with instructions. Additionaly, I have had the
 
wooden block manufactured that mounts to the grill and holds the tow bar in place
 
when not in use. Also a repoduction of the data plate that mounts on the dash.
 
My tentave date for completion for  kit availability will be some time in late April.
 
These are built from the orignal miltary specifications.

I have seen Harveys Towbars.  They are pretty much indistinguishable from an original, except for the fact they are so clean and shiney. I imagine if he buried it for a few months, that could be fixed too LOL.
Anyway, you may want to touch base with him before you start your project.  I am sure he can help with advice and parts.
