Mystery nuts/bolts T3C Stake Pockets

Still discovering my early T3C.  Stake pockets appear to be spot welded or welded on in most cases.  However, on the rear stake pockets, there are two nuts and bolts, one on each stake pocket in mirror image locations of each other that appear original.
They are slotted with square nuts on them, the machine screw/bolt head on the inside and the nut on the outside of the tub, which I presume would be correct to keep the inside of the tub snag free.  They are on the lower area of the stake pocket  and on the tailgate side of the pocket.  As I said, mirror images of each other and only one in each pocket.
 
Could be a Bubba repair instead of welding, but the rest of the stake pockets appear original welds.
 
Something to do with the tail gate chains?  Original?  Or, just a Bubba thing and I can remove them and fill in the hole with weld.

My stake pockets are smooth without holes and are spot welded.  My trailer has holes all along the sides and I have removed several "L" brackets and a length of 1 x 2 stick that had been attached also. 
 
Trying to figure some of these things out is part of the fun.  I'm still wrestling with whether or not I'll keep some of the holes as they'd make great tie-down spots if I use the trailer to haul cargo in the future.
 
I'm not sure but I'd lean towards those being added by a Previous Owner (PO).

My early Bantam is crazy original and has the pockets welded on (not spot welded) with no holes. I'm guessing your PO added the holes and bolted something in the rear pockets.

I've seen several with holes drilled to keep the side boards in place.
