I don't have the part you're looking for but I'm wondering if you could take a few pics of your bare frame for me please.   Mostly interested in the shock mounts.

It is part of the radiator screen accessory group and intended to prevent grass/sticks/hay from poking up into the radiator when driven in a field or over brush.  It is not needed for street use and most CJs did not have them.  That part looks repairable to me; I am also looking for one but I have nothing at the moment.  If you find one I would take that rusty one off your hands to repair it.

Part of the Group 35-12 - Chaff Screen and Brush Guard Kit.
 
I recently tracked down and installed one of these. With the sagebrush in Nevada, I liked the idea of having some protection. Also, I think it cleans up the look of the grill area and is the last piece of the puzzle to direct air into the radiator.
 
There were a couple on eBay recently. I searched again for them but could not locate them. Going price was around $50. Maybe they will get listed again.

If you ever have to take it off, it would be nice if you could make a pattern of it and post it here in the forums.  That looks like something that could be accurately fabbed up quite easily, if only we had a pattern.  The same goes for the PTO shield.  Lots of people have them, but somehow no one wants to make and share a pattern.  For some folks I can only assume that it may have something to do with pride of ownership in holding something rare, and expensive.

I have those skills.   If you can send it to me I will make a pattern, and send it back to you, and I will post it here for everyone to use for free, or to take to a fabricator who could make one up for them.  
If you wish I can send you reference from other members here who can vouch for my credibility or even send you a deposit.  Not only do I want one of these on my jeep for completeness, I acutally use my jeep on my farm, and there is a safety issue.

Want to trade crank pulleys? You’ve got the one for the capstan winch.

Judging by the holes in the top of the front frame rails, looks like yours had a winch on it too.

Dave, I noticed that when he first posted that picture but didn't contact you because I thought you were only wanting an NOS dual pulley for a Capstan winch.

I was going to ask Buckeye if that was the Jeep he bought in Canton Ohio that had a very complex crank driven PTO winch on it. The winch he had should not have used that pulley, but since it was attached and running when he bought it, it could have been modified.

Most of the used ones are tore up or bent, but I’d take a nice serviceable one if I could find it.
