I'll post a final drawing after I get a couple more measurements confirmed and remove the "caveat" on the current drawing. There was a question in my mind about the two holes to either side of the hand-crank hole, and I'm not sure of my own numbers now...

OK. It would appear that my measured dimensions are in agreement with a number of others, within a tolerance of 1/16"...so here's my final drawing:

Here is some information I may have found when I visited Joe Frazer a few weeks ago.  This is a shot of his column shift jeep:

.... I forget the number now.

Although there is no proof, the bottom bumper appears to be original.  The top bumper was added to accommodate the winch.

What I found to be odd is that the bottom bumper is 12 gauge and has 1-1/2" flanges like an MB bumper.  You can see a good comparison here with the top bumper which is 11 gauge or 1/8" thick with 2" flanges.

I don't think the top bumper is a CJ2A bumper because it is too long but it is a good comparison because the channel does mimic that of a CJ2A bumper other than it is missing the end bends.   I don't believe that the bottom bumper came from an MB because it has the holes for an ag weight and the front frame horn rivets which an MB does not have.  Perhaps some of the early 2As had these bumpers?  I know his uncle's jeep, which is very early (#12420), has the normal bumper with 2" flanges:

Just a thought.
