Excuse my ignorance ,but is it possible to attach that pulley to any rear PTO equipped 2a ?

yes........  that setup is designed to operate a generator/welder or an air compressor that would have been mounted in place of the passenger seat......

 
That is part of Gary's "Proving Ground" jeep that operated the air compressor....

To be more specific, that is for the 60 cfm compressor. The 105 monster took 6 belts!
