It would be nice to have a phone of the other side of the windshield and the bracket on that stud. 

Someone might have figured out what it do with the door mounting rods!

When I blow up the photo size, I don't see the 4 dimples in washer part of the stud.

Could be the location for the steering wheel clamp from a trencher.

Keith that is a good guess but after reviewing several J-A-Ts on the web and watching a you-tube walk around they were just hex head bolts to the right (from the front view) of the Willys embossment thru the windshield into the bracket itself.
