I really can't tell but it looks like it may have the cover for the 2nd battery in the cowl. A picture from the other side would tell us lots more.

A CJ-5 is specifically a civilian Jeep (hence the "CJ"). The M-38A1 officially came out first, though.

I did go back and look, it is a M38 A1. Proper battery placement, the hood cutout and the indent in the side for the NATO plug.
