Question: When replacing the welt that runs on the top of the grille horizontally, does the rivet head go on top or on the bottom? Thanks for the replies.

Head goes up (on top) prongs go down (on bottom).

Yes, great pictures!  I'm curious if you used a home made tool to spread your rivets or used the commercially available pliers (or individually bent them with something like needle-nose)?

I made this little guy out of some stock laying around.  Just drilled 2 holes and cut it in half.  Then I just used some channel locks to squeeze the rivets on.  It helps to start the rivets along by slightly turning out the tips as you can see in the pic.

I bought the tool for crimping that's made out of a channel lock and a bar welded to it that is sold by walcks and I personally didn't get great results.
