What it the easies way to adjust the brakes, I did it first by sound but they seem to be a little bit on the soft side, so then I did it with the gauge now I'm getting a brake that is way to tight. Since the bottom
side doesn't move and all the rotation is on the top end I can't have them to far in or I use to much
of my brake peddle before the really grab.
What is the order for adjustment and which way seem to work the best, by sound or gauge.

It takes a while! I do each shoe at a time. Loosen the lock nut, and tighten the shoe up till it rubs on the drum. Then back it off till it no longer rubs, then tighten the lock nut. Follow the procedure on each of the rest of the adjusting cams. On my three B there are eight.

Somebody posted about the proper way to adjust the double anchor brakes about a month back. You start with the lower adjusters and then go up.
If your brakes are still soft, You have air in the lines, bleed them again or your rubber hoses are failing.
Being able to stop is sort of a good thing to have.

I know it not and air problem, and I replace the whole system, drums, shoes, mastercylinder, brake lines,
hoses. It has to be a shoe adjustment problem, and when I may talking about a soft peddle I should have
said I was getting to much peddle travel before it started to brake.

It sounds like you did the right things as far as you did, and we are back to the brake shoe adjustment. Hunt up the proper brake adjustment article and do it. It makes sense if you read it.
I can lock up all 4 wheels on my 3B without power brakes. They are 11' brakes and one set is single anchor, the other is the dual anchor system. It works better than the power brakes on my Commando.
I would be sure that your drums and brake shoes are in proper shape as well. It won't help your pedal but it might make things better.

on my cj2a i found the bottom circle adjusters were missing and the shoes couldnt be adjusted correctly without them finally got some from a guy that does old jeeps he says hes seen them missing on quite a few cj2as they adjust the bottom of the shoes adjust them first then adjust top ones worked for me hope this helps

The issue of matching brake shoe curve to brake drum comes up a lot. The problem, of course, is that when a drum gets turned, it's slightly bigger, and a new shoe doesn't fit flat. The fix I have alway employed is to use a chisel to score the web of the brake shoe a couple of places to increase the radius of the shoe slightly. It doesn't take much, and makes for a perfect fit. Is it legal? I don't know, but it works great and doesn't compromise the strength of the shoe. YMMV

Thanks for the tip, Mike! That's gotta be an "old-school" fix for sure. I never woulda thought of it, but I can see how it would work. It will be in my bag-o-tricks from now on.

Bruce,
 I'm in Highlands Ranch, south of Denver. Where are you? I have a CJ3A that was assembled from parts a long time ago. It has a 225 Buick V6 with a Brian Chuchua 4 barrel intake manifold with a Holly carb. It has 11 inch drum brakes, and a gas tank under each seat. We used to race Jeeps on dirt, and this was one that survived, although it sat in my brother's driveway for many years, exposed to the elements. It's barely steerable, but should improve this summer. The Colorado vehicle title description is "assembled by applicant"
