Yeah, I meant crankshaft pulley. The lower pulley. The style above for powering the winch. Thanks.

You can't hand crank with a capstan winch set up. A real PITA when you are trying to turn the flywheel. I had to engage the winch and turn the short PTO with a pipe wrench.

It for the holes in it? If so just buy a new pulley around $40 and drill the holes.
But if is for the hand crank it the nut that has the thing for the hand crank.
