well, actually you guys have been helping me.  I am currently having similar issues.

I went out to the barn after reading this yesterday, thinking I was going to lube my speedo. For the last few years mine will hang up and not return to 0. I had to tap on it to get it to go to 0. I pulled it out, and noticed that it works great when not mounted in the dash. I don't see a lubrication point on it. I reinstalled it and it's now returning to 0. Maybe the attaching nuts were too tight? Or a vortex.

I haven’t had one out in a very long time because I don’t figure the jeep goes fast enough to earn me a ticket. Generally speaking, if the cable slides out of the housing then it gets greased by hand. If not then hang it up by one end and let some oil drip into it and let it hang until oil comes out the bottom.

I'm glad this old thread was brought back to life. I didn't even know oiling a speedometer was a thing.  I do have a jeep with a bouncing speedo and now I know some possible solutions to it.

 This is what we used to sell at our parts store back in the day. Works great & does not gum up over time.

Well, since Seabiscuit is apparently alive and well, I will throw this out. I just went through my speedometer a couple months ago. Lubed everything up and replaced the glass. I suggest taking a look at this thread:

My memory tells me that when I was a young fella we were told to use graphite to lubricate the speedo cable. Grease or oil cause problems when they get cold making the cable hard to spin and cause breakage. It's what I use and have had no problems.

Pretty sure that is my issue. I loosened the cable end at the transfer case to give it a little more slack & the bouncing pretty much stopped. Will be ginding a little off of the end next.
