thanks for the info. I've used an analog ohm meter to check capacitors. It will show the capacitors ability to hold a charge and to discharge, and wither the circuit is open or closed. But not the actual mfd.

The failure of new condensers appears to be loss of contact of the (-) pole inside the can as cheap manufacturing has eliminated a spring or tensioner in the base of the can to maintain good contact without arcing. Those who have had failures ought to open them and see what the contact area looks like.
