T90 cluster spacing

I’m Rebuilding a couple t90s for guys and am running into and issue with each. The instructions say “some need two washers on the small end”. I’ve never seen one that has not had both washers.

What I’m running into is with one washer in place on each end I’m getting .050 clearance but each third washer is .062. The cluster are supposed to have .012-..018 so I’m not sure how to make that happen.

Any advice? Could I buy some shims that are .030 or .035 and use them?

Extra thick thrust washers seem to be an issue with the rebuild kits. I wound up dressing off and re-using the old one on one end of mine last winter to get the correct freeplay.
