In my experience, the number one reason for that mixture problem is a vacuum leak. Check the mounting gasket first.

I don't know with a Solex (there's a reason mine is still in a box and I have fully rebuilt Carter) so others may need to add info.
Typically, when the choke needs to be on just to run, there's a mixture problem, i.e. too lean or idle too low. You could scan through those Solex articles on the 3B Page and it may lead you to finding what's off with your carb. Some info on the Solex here (with links to more info): |

That's what I thought... The problem is, why does it run better with the choke lever in this position, full choke, than it does in the forward or no choke position?

At first I wanted to jump in and say the choke baffle is missing.
Then I got out my Solex-in-a-box and noticed the only other moving part (other than the throttle) is that lever that you show (facing the valve cover). If the cable were attached and it was pulled out, the arm would pivot to where it is now. So I'd guess that's full choke. This reference seems to confirm that:

For those of you that are running the Solex carb on your F head engine like this, I have a simple question for you that I'd like to double check. In the picture I have posted, is the carb on full choke or no choke at all? There's no butterfly that opens or closes.
