So I'd like to make my parking break semi functional, the brake drum itself seems to be gummed up from what I can see.
I also think the transfer case seal is bad but I have a replacement on hand. Is this something I can do with it still on the jeep or do I have to remove the TC? Also is it possible to get the drum off without a puller?

You don't need to remove the TC. You do not need a puller. Just drain it before you take it apart.

Once you remove the companion flange, the drum can be pulled right off. You may have to manually adjust the brake shoes inward if the brake drum is worn enough to have developed a ridge.

It's always a hand brake...whether it's an emergency is context dependent... "parking" seems odd because that would be while parking, and not after having had parked

I can see why Stan would remove his.
When mine stopped working, I missed it. When I was warming her up, I had to stay with her. When we were out on the trail and stopped for a moment, I didn't always want to shut her down. I started bring a tire chock. Sometimes, I forgot it and had to go back and get it. Sometimes, I drove over it. A couple times I forgot I left her in neutral and was happy she did not roll away. It took me a while to figure out why mine stopped working, I'm glad I fixed it. I always apply the hand brake when I park her. You never know when some idiot is going to mess with your 2A. Micah

IF you plan on rock crawling, like Stan mentioned these things can can you up, but for regular use they do the job.
I am prone to upgrading the brakes on these old Jeeps to 11" drums front and rear, and my favorite upgrade is to use the rear backing plates from a Wagoner which have cable operated E-brakes which I can split to two floor levers giving me what I call a "Poor man's Locking rear end". You have to drill a couple of holes to use the Wagoner backing plates, but most of us have a drill.

i am with Micah. though the crawlers may consider removal, it seems that you, Paul, drive the General lots like i drive my tan Jeep, for utility purposes and fun. my hand brake did not work well for many years. once i got it fixed, it has become very useful for those short stops while doing chores etc. and i do not want to shut 'er down.
i am not much on the chock idea as i would also forget, drive over, bla, bla. but i do have a very cool set of old school collapsable chocks on board. small, but they do the job and don't take up a lot of space. |

I have to agree with this point, seems almost everytime without fail I run my chocks over... and you're right general utility and cruising is its life. It will see light mud puddles or water, dirt roads and woods, but nothing like Stan does. While the removal would enhance my clearance, its almost for no purpose. That said, it hasn't worked since I've had it and I've noticed the sound of it dragging recently

Order yourself a new output flange. Most likely you have a grove where the seal rides. Some use a speedy sleeve but I find it just easier to replace the whole thing.
