Jeep won't roll in neutral

Barn find 46 CJ, engine not running.  Tranny wouldn't go into reverse and first.  Only neutral second and third, but in neutral it wouldn't roll, tires are locked up for some reason. I could get the Jeep to roll by putting the transfer case in neutral, but not in with the transmission in neutral. I pulled the tranny cover off, the shifting Forks move freely, the gears inside the transmission look good and there's plenty of oil. I was able to get it to shift into all four Gears now, not really sure what I did, but it still won't move in neutral. I have to put the transfer case in neutral to get the tires to roll.

 Any ideas?

Oil floats.  Have you drained a bit to check for water in the bottom?

Just got it running a few days ago, but not right now. Carb is off and wating for a carb kit.

Wild guess - could be totally wrong - the clutch is rusted to the flywheel and or pressure plate.

Got the carb running today.  Also got it to move in neutral. Drove it around the yard today. Not sure what I did.  I think the shifting forks were in the wrong slots or something for some reason. Not sure what I did. But I took the tranny cover off a bunch of times trying to figure it out,  and now it finally shifts fine and moves in neutral.  T case shifts fine too.

Oh, Now if that is what he meant, than this thread makes much more sense. I could not figure out the symptoms. I see that I am not the only one.

Sorry all, I guess now that I re read it... I wasn't very clear was I.

 Britz was right,  I couldn't get the jeep to roll freely by pushing it, when the tranny was in neutral.  It would only roll with the t-case in neutral.  It works now although I still don't exactly know what I did to get it to roll.  I can't imagine the shift forks were in the wrong spot all these years, and I did pull the trans cover a bunch of times trying to figure it out, and I had to have it in the right spot at least one of those times... It is pretty self explanatory.

I guess I can either use the saying:

Ignore the problem and it'll go away.
or
It's a Jeep thing and I don't understand.
