I have a GPW in my 46 cj2a. The question is why does the down tube with the dip stick in it accumulate a milky residue in the tube? The oil is not milky, I know that means water in the oil..- it's just in the tube. I have taken it out 3 times and cleaned it and changed the oil. Thoughts???

Tube can build up condensation in wet climates.  I've had a little white in the tube before.

Could it possibly be rain water or creek splash getting sucked into the air filter and from there it gets sucked into the oil filler tube ?

 Does your GPW engine have a PCV system, or a road draft tube?

Most likely just condensation especially if you aren't running it long enough to burn it all out.  That takes a while.   Longer than most people expect.  I wouldn't worry about it unless you're pulling oil sample for analysis that are showing excessive contamination.
