Pretty much what I was going to say. Clean the mesh screen. The only time I ever had a problem with an oil bath filter was when I sort of filled it up with water. (The carb did not like that). Actually the mesh just pulls the fumes off of the oil in the bottom to give something for the dust to stick to.

Yeah, I'd have to agree with logger. There shouldn't be much of a restriction in the whole oil filter assembly so if it works without it but runs like crap with it, something in the filter is likely overly restrictive. The oil level shouldn't be blocking the air flow. The type/ viscosity of oil shouldn't matter much as it shouldn't be sucking the air through the oil. I'd try it with no oil in it and go from there. Try sucking on the thing yourself and see if it creates a restriction - it should taste good too :)
There isn't some goofy packing material in their blocking the mesh is there?
