First it does appear to be a 3a due to a few items in pics. The dash, radiator and frame horns. 
I buy many jeeps and I would not think twice to buy it for $400 with or with out a title.

that there's as the guys have said is a 3A more leg room anything under $1000 would be a decent price. But its all wasted money unless you stick to it. Do you have the funds or income to put a couple thousand in it over the next couple years of work?

Apply for an abandoned vehicle title. My BIL lives in Az and said it wasn't hard.  Basically they run the tag and see if it's been stolen or how long it's been since it was registered etc. then issue you a title in your name.

By mid Atlantic standards that's cherry. If you can sort the title out $1k is on the upper end I'd pay, but probably would.

like others have said registration is up the state. I have registered manny Jeeps with nothing.
California not to hard. other states near impossible if you don't have a title.

If the abandoned vehicle way doesn't work there is a place in Las Vegas that will do the work for you to get a title for it.  I think it's $250, that's what a friend paid last time he used them.  Unfortunately after looking for ten minutes, I cannot find who it was.  Sorry
