Which states do not issue a Trailer Title for their Vintage Bantam Trailers?
Illinois is a tough state to deal with on using Bill of Sales and does issue Titles for all vehicles including trailers and boats. Like to try and get a Title for a couple out of state purchases on a BOS.

”Trailers in Utah. Only trailers that weigh over 750 lbs. have to be titled and registered with the Utah Division of Motor Vehicles (DMV). It's still a good idea to register any trailer, in case of theft or loss.”
I wouldn’t have to here in Utah.

Texas does not require them on smaller trailers. I forget the cut off, but I went ahead and jumped thru the hoops to get a title. I had to take it to the local sheriffs office for him to inspect, check the serial number and check for possible stollen trailers records. Basically I had to educate him on these older trailers to determine manufacturer, model and year.

Ohio doesn't use titles for trailers under 4000 lbs, just use bill of sale for first registration and use the registration card from then on to purchase annual license. When I moved from Ohio to Indiana I used the registration card to get a Indiana title for my M416 trailer and they even put "Military trailer" on the title for me, I thought that was nice of them.

Piling on late... MA requires registration but not title under 3000#.
Note they don't require it, but I've filed the title app with the $75 and received one

Missouri is very strictly on titles including canoes and trailers. However you can build your own trailer and a new title can be assigned for that.
I have been wanting to buy a Bantam trailer from IL. But it’s virtually worthless here in MO. without a title.

Kansas doesn't require them on trailers with a total weight including payload of less than 2,000 pounds.
