: What I know about this is on my 3a the wire runs through the tube and out the end of the gear box to the horn and power. On my 2a the wire runs to the contacts on the column you are talking about and then to the horn and power. The brush stuff is just the way they they were made up until the 3a's is my quess.

My whole whole steering assy is in pieces so I can send you photos if you like. I replaced or cleaned up everything so they'll be easy to see.
